The developer is Cypraea Sands Estate (Pty)Ltd, The shareholder is Venture Peguform Properties (Pty)Ltd which is part of a diversified group of companies including Industrial Services Group (ISG), a large construction and engineering company based in East London and that operates throughout Southern Africa, and has been the principal contractor for the development of the estate.<\/p>\n

[\/et_pb_accordion_item][et_pb_accordion_item title=”Where is Cypraea Sands Estate and what is made up of?” _builder_version=”3.27.2″ hover_enabled=”0″ _i=”2″ _address=”1.0.0.0.2″ open=”off”]<\/p>\n

The estate, as stated earlier, lies to the east of East London, and is 30kms from the city\u2019s centre. It was badly eroded and covered in alien vegetation when the developers purchased it. It was re-zoned and subsequently rehabilitated. The extent is nearly 80 ha. It has direct access via a servitude to a beautiful stretch of beach, which is amongst the finest in the area. Cypraea will consist of up to 77 upmarket homes, with a recreation centre and sporting facilities.<\/span><\/p>\n

NO. CSE have an architectural guideline that primarily governs the external appearance and style theme envisaged for the estate. The offered plans by CSE exist due to prior builds by the developer on the estate and could constitute a saving on architectural fees for those interested in considering these.<\/p>\n

[\/et_pb_accordion_item][et_pb_accordion_item title=”What restrictions are in place to ensure that privacy is not comprised by ongoing building?” _builder_version=”3.27.2″ hover_enabled=”0″ _i=”4″ _address=”1.0.0.0.4″ open=”off”]<\/p>\n

The HOA have a \u201cContractors Rule Book\u201d which is applicable to domestic building \/ construction related activity for on the estate. Whilst ISG is part of the same group of companies, other legitimate and reputable contractors are allowed subject to approval and acceptance by the directors of the HOA.<\/p>\n

Construction works are only allowed on normal week days between the hours of 7h30 and 17h00.<\/p>\n

Any contractor or employee of the contractor is required to be registered for access to the estate for the construction period.<\/p>\n

The property is secured by boundary walls and electric fencing to the perimeters, with a single manned access gate complex for both the estate portion and separate title complexes. All other access points are locked and only accessible for specific services needs when required. The estate is patrolled at night for surveillance purposes. Residents are encouraged to have their domestic alarm systems linked to the main access gate in addition to their service provider, as well as having both audible and visible alarm indicators on their dwellings (Flashing Strobe light plus siren)<\/p>\n

The outside finishes must conform to the developer\u2019s Architectural Guidelines and palette. However, while ISG has recommendations for internal finishes, changes to the standard offering can be accommodated with adjusted costs.<\/span><\/p>\n

If you select one on the standard offered designs, ISG will consult with the architect to place and adjust to suite a particular site where after ISG will be able to advise any cost implications.<\/p>\n

Buyers are not limited to the standard offerings and are welcome to have their own designs to suite their chosen sites, so long as they have consideration for the CSE Architectural guideline and achieve approval from the HOA.<\/p>\n

East London is moving eastward. Cypraea will be in the path of this development, although it will always retain its country-coastal ambiance. Articles recently in the press give a good indication of what is likely to happen over the next decade. The first phase of this is the municipality\u2019s new commercial node at Crossways, 10 kms from Cypraea. Several new commercial properties have already been developed in the node. While East London is unlikely to be a mega-city the expansion up the coast will closely resemble that of Durban 40 years ago, when Umhlanga Rocks slowly changed from seaside village to a suburb of the city.<\/span><\/p>\n

CSE falls under the Great Kei Municipality to whom property rates are due by property owners. Rates will be levied in accordance with the municipal property valuations for each individual dwelling, directly with the dwelling owners. Property owners ought not to be billed for services not provided such as refuse removal, water, electricity etc.<\/p>\n

2019 HOA levy structure is approximately R2157pm. During the development phase, the developer carry\u2019s the shortfall. The services covered by the levy include, estate management & staff, maintenance, estate municipal rates, estate power costs, access control, CCTV, refuse removal, alien vegetation, recreation centre, managing agents and auditing fees, amongst other elements approved by the HOA.<\/p>\n

The HOA employs staff who are responsible for upkeep of the common estate facilities including gardens, recreation centre, roads, dams, fences, walls etc. Where required specialist service providers are engaged by the HOA for upkeep and maintenance of equipment and services such as CCTV, electric fences, waste water treatment etc.<\/p>\n

Private gardens are allowed but indigenous plants are encouraged. Small areas, mainly for pets, may be fenced, in accordance with the Architectural and Environmental Guidelines.<\/span><\/p>\n

There are no restrictions for day visitors, providing they abide by the rules of the estate, and have been invited by a resident. The only restriction on overnight visitors is that the occupancy of the house on a long-term basis does not exceed that governed by the estate rules.<\/span><\/p>\n

Cypraea took a decision not to rely on municipal water. All water on the estate comes from proven boreholes, dams and storm water harvesting. Each house has rain water tanks, with all grey water harvested for re-use in irrigation. This procedure is becoming commonplace in the area, and is accepted by the local authorities.<\/span><\/p>\n
